Les faits
Hier, mardi 29 mai 2018, vers 10h30, un homme a attaqué deux policières de la police locale de Liège dans le dos avec un couteau. Ces faits se sont déroulés à Liège, à l’angle du boulevard d’Avroy et de la rue des Augustins.
L’auteur a asséné plusieurs coups de couteau aux deux victimes. Il a ensuite pris les armes de service des deux policières et a tiré sur elles alors qu’elles se trouvaient au sol. Toutes deux sont décédées sur place.
Il est entré plusieurs fois dans le café sur le coin, le café des Augustins, qu’il a quitté sans faire de victimes étant donné que plus personne ne s’y trouvait de manière visible, grâce à la vigilance de l’exploitant du café.
Il a traversé le boulevard d’Avroy sur le passage pour piétons et a tiré avec un des pistolets volés sur un véhicule qui était stationné avant le passage pour piétons. Il s’est ensuite dirigé vers ce véhicule et a tiré à plusieurs reprises sur le passager. Ce dernier a été mortellement blessé et est décédé sur place.
Après avoir tiré sur un autre véhicule, l’auteur s’est dirigé vers le lycée Léonie de Waha situé à proximité sur le boulevard d’Avroy. Deux agents de la police de Liège, arrivés sur place, l’ont poursuivi.
En chemin, il a crié à plusieurs reprises « Allah Akhbar ». L’auteur est entré dans le lycée et a pris une femme en otage. Entre-temps, plusieurs unités de la police locale de Liège sont arrivées sur place. À un certain moment, le suspect est sorti et a crié « Allah Akhbar ». Des coups de feu ont été échangés avec la brigade anti-banditisme. Le suspect a succombé à ses blessures. La femme prise en otage est indemne.
Durant cette phase de l’incident, quatre policiers de la police locale de Liège ont également été blessés. Un agent a reçu une balle dans la jambe, un autre dans le bras. Les deux autres ont été blessés.
L’auteur
Il s’agit de Benjamin H., né le 12 janvier 1987, de nationalité belge.
Il avait eu affaire à la justice à plusieurs reprises depuis sa minorité. Il avait déjà été condamné pour vols avec violence, consommation de stupéfiants et rébellion.
Il séjournait à la prison de Marche-en-Famenne.
Le lundi 28 mai 2018 à 7h30, il avait quitté la prison de Marche-en-Famenne dans le cadre d’un congé pénitentiaire. Il aurait normalement dû réintégrer la prison le mardi 29 mai au soir, à 19h30.
Il est également suspecté d’un meurtre commis à On, près de Marche-en-Famenne. Les circonstances exactes de ces faits font l’objet d’une enquête distincte, qui est traitée par le parquet de Luxembourg, division Marche-en-Famenne.
Les victimes
Le parquet fédéral tient à exprimer ses condoléances aux victimes, aux familles et aux collègues des victimes.
Ces faits ont causé au total la mort de trois personnes.
Il s’agit de S.B., 44 ans, et L.G., 54 ans, appartenant toutes deux à la police locale de Liège.
Le passager dans la voiture est C.V., 22 ans.
Les victimes et les proches des victimes décédées seront soutenus et accompagnés par la cellule victimes du parquet fédéral.
L’enquête
Le dossier a été repris par le parquet fédéral après concertation tant avec le procureur du Roi qu’avec le procureur général de Liège, étant donné que les premiers éléments de l’enquête indiquent qu’il pourrait s’agir d’un attentat terroriste.
Parmi ces premiers éléments figurent le modus operandi auquel l’EI appelle régulièrement sur Internet par le biais de messages vidéo, c’est-à-dire attaquer des policiers avec un couteau et leur dérober ensuite leur arme de service, l’auteur qui crie plusieurs fois « Allah Akhbar » et, enfin, les informations de la police fédérale de Liège et de la Sûreté de l’État selon lesquelles B.H. était en contact avec des personnes radicalisées.
Ces informations datent de 2016 et début 2017, mais n’ont pas été confirmées depuis lors.
Les faits sont qualifiés d’assassinat terroriste et de tentative d’assassinat terroriste.
Un juge d’instruction de Liège, spécialisé en terrorisme, a été chargé de l’instruction.
Il a notamment ordonné une autopsie des corps des 3 victimes décédées, ainsi qu’un examen toxicologique sur l’auteur.
L’enquête se concentre actuellement sur la question de savoir s’il a agi seul.
Le parquet fédéral tient à souligner que l’intervention rapide et efficace de la police locale de Liège a permis d’éviter des faits sans doute plus graves encore.

De feiten
Gisteren, dinsdag 29 mei 2018, omstreeks 10u30, viel een man twee vrouwelijke politieagenten van de lokale politie van Luik in de rug aan met een mes . Deze feiten gebeurden te Luik op de hoek van de boulevard d’Avroy en de rue des Augustins.
De dader gaf aan beide slachtoffers verschillende messteken. Hij nam vervolgens de dienstwapens van de twee politieagenten en vuurde op beiden terwijl ze op de grond lagen. Allebei kwamen ze hierbij om het leven.
Hij betrad meermaals het café op de hoek, café des Augustins, dat hij onverrichterzake terug verliet aangezien er niemand meer zichtbaar aanwezig was, dankzij de alertheid van de caféuitbater.
Hij stak de boulevard d’Avroy over op het zebrapad en vuurde met één van de gestolen pistolen op een voertuig dat voor dat zebrapad stond. Hij begaf zich dan naar dat voertuig en schoot verschillende malen naar de passagier. Deze werd dodelijk verwond en overleed ter plaatse.
Nadat hij op nog een ander voertuig vuurde, liep hij naar het nabijgelegen Lyceum Léonie de Waha in de boulevard d’Avroy. Twee agenten van de politie Luik, die ter plaatse waren gekomen, achtervolgden hem.
Onderweg riep hij verschillende malen luidkeels ‘Allah Akhbar’.
De dader liep het Lyceum binnen en gijzelde er een vrouw.
Ondertussen waren er diverse eenheden van de lokale politie van Luik ter plaatse gekomen. Op een bepaald moment kwam de verdachte naar buiten en riep ‘Allah Akhbar’. Er ontstond een vuurgevecht met de anti-banditismebrigade. De verdachte overleed aan zijn schotwonden.
De gegijzelde vrouw bleef ongedeerd.
In deze fase van het incident werden eveneens vier politieagenten van de lokale politie van Luik verwond. Eén agent kreeg een kogel in het been, een andere in de arm. De andere twee liepen verwondingen op.
De dader
Het betreft Benjamin H., geboren 12 januari 1987, van Belgische nationaliteit.
Hij kwam reeds verschillende malen met justitie in aanraking sinds zijn minderjarigheid. Hij werd reeds veroordeeld uit hoofde van diefstallen met geweld, het gebruik van verdovende middelen en weerspannigheid.
Hij verbleef in de gevangenis van Marche-en-Famenne.
Op maandag 28 mei 2018 om 7h30 had hij de gevangenis van Marche-en-Famenne verlaten in het kader van een penitentiair verlof . Normalerwijze had hij op dinsdag 29 mei, s ’avonds, om 19u30, de gevangenis terug moeten integreren.
Hij wordt eveneens verdacht van een doodslag te On, Marche-en-Famenne. De exacte omstandigheden van deze feiten maken het voorwerp uit van een apart onderzoek dat behandeld wordt door het parket van Luxemburg, afdeling Marche-en-Famenne.
De slachtoffers
Het federaal parket wenst zijn medeleven te betuigen met de slachtoffers, de families en collega’s van de slachtoffers.
Bij deze feiten vielen uiteindelijk drie dodelijke slachtoffers.
Het betreffen S.B., 44 jaar, en L.G., 54 jaar, beiden lid van de lokale politie van Luik.
De passagier in het voertuig betreft C.V., 22 jaar.
De slachtoffers en de nabestaanden van de dodelijke slachtoffers worden bijgestaan en begeleid door de slachtoffercel van het federaal parket.
Het onderzoek
Het dossier werd overgenomen door het federaal parket na overleg met zowel de procureur des Konings als de procureur-generaal van Luik omdat uit de eerste elementen van het onderzoek blijkt dat het om een terroristische aanslag zou kunnen gaan.
Onder die eerste elementen worden verstaan de modus operandi die door IS regelmatig op het internet werd geplaatst door middel van videoboodschappen, ttz het aanvallen van politiemensen met een mes en hen vervolgens beroven van hun dienstwapen, de dader die verschillende malen luidkeels ‘Allah Akhbar’ roept en tot slot de inlichtingen van de federale politie van Luik en van de Staatsveiligheid volgens dewelke B.H. in contact stond met geradicaliseerde personen.
Deze inlichtingen dateren van 2016 en begin 2017, maar werden sindsdien niet meer bevestigd.
De feiten worden gekwalificeerd als terroristische moord en poging tot terroristische moord.
Een onderzoeksrechter van Luik, gespecialiseerd in terrorisme, werd met het gerechtelijk onderzoek gelast.
Hij gelastte onder meer een autopsie op de lichamen van de 3 dodelijke slachtoffers, alsook een toxicologisch onderzoek bij de dader.
Het onderzoek spitst zich thans toe op de vraag of hij alleen handelde.
Het federaal parket wenst te benadrukken dat door het snelle en efficiënte optreden van de lokale politie van Luik mogelijk nog ergere feiten voorkomen werden.

The facts
Yesterday, Tuesday 29 May 2018, around 10.30 a.m., a man attacked two female police officers from the local police of Liège from behind with a knife. These events took place on the corner of boulevard d’Avroy and rue des Augustins in Liège.
The perpetrator stabbed both victims several times. He then took the service weapons from the two police officers, and fired on both of them while they were down. Both policemen were killed.
He went several times into the bar at the corner, café des Augustins, but left it immediately as no one was to be seen there, thanks to the wakefulness of the barkeeper.
He crossed the boulevard d’Avroy on the crosswalk and fired with one of the stolen pistols on a vehicle standing in front of the zebra crossing. He then went to that vehicle and shot several times at the passenger. The latter was fatally injured and died on the spot.
After he fired on another vehicle, he walked to the nearby Lyceum Léonie de Waha on the boulevard d’Avroy. Two police officers from the police of Liège, who had arrived on the scene, followed him.
Walking on, he shouted “Allah Akhbar” several times.
The perpetrator walked into the Lyceum and took a woman hostage.
In the meantime, different units of the local police of Liège had also arrived. At a certain moment the suspect came out shouting “Allah Akhbar”. A gunfight broke out with the anti-banditism squad. The suspect died from his gunshot wounds.
The woman held hostage remained unharmed.
In this phase of the incident, four police officers from the Liège local police were also injured. One police officer got a bullet in the leg, another one in the arm. The other two were injured.
The perpetrator
It concerns Benjamin H., born on 12 January 1987, of Belgian nationality.
He already collided with the law in several cases, since he was a minor. He was sentenced for thefts with violence, drugs abuse and insubordination.
He was imprisoned in Marche-en-Famenne jail.
He had left the prison of Marche-en-Famenne on Monday 28 May 2018 at 7.30 a.m. granted a temporary exit permit. Normally he should have returned to prison on Tuesday 29 May at 7.30 p.m.
He is also suspected of a manslaughter in On, Marche-en-Famenne. The exact circumstances of this offence are the subject of a separate investigation by the Marche-en-Famenne section of the Luxembourg Public Prosecutor’s Office.
The victims
The Belgian Federal Public Prosecutor’s Office expresses condolences to all the victims and their families and colleagues.
In the incident three people finally died.
It concerns S.B., 44 years, and L.G., 54 years old, both members of the local police of Liège.
The passenger in the vehicle is C.V., 22 years old.
The victims and the relatives of those who were killed are assisted and accompanied by the victim cell of the Federal Public Prosecutor’s Office.
The investigation
The Federal Public Prosecutor’s Office, after having deliberated with both the Public Prosecutor and the General Prosecutor of Liège, took over the file because the first elements of the investigation showed that it might be a terrorist attack.
These first elements have to be understood as the modus operandi regularly shown on the Internet by IS in their video messages suggesting to attack the police with a knife and rob them of their service weapon, the perpetrator shouting different times “Allah Akhbar” and finally the information furnished by the Federal Police of Liège and the State Security Service according to which B.H. was in touch with radicalized persons.
This information dates from the year 2016 and the beginning of 2017, but have not been confirmed since.
The facts are qualified as terrorist murder and attempted terrorist murder.
An Investigating Judge from Liège, specialised in terrorism, was put in charge of the judicial investigation.
He ordered an autopsy on the bodies of the 3 dead victims as well as a toxicological examination of the perpetrator.
The investigation at present concentrates upon the question whether the latter acted alone.
The Federal Public Prosecutor’s Office wishes to emphasize that the local Police of Liège, by their swift and efficacious intervention, possibly prevented an even more consequential outcome of the incident.
